RECOMMENDATION:
Staff recommends that the City Council approve the First Amendment to an existing contract with Iteris, Inc. in a not-to-exceed amount of $28,860 to prepare a Roundabout Feasibility Study to be incorporated into City's General Plan Mobility Element update.

FISCAL IMPLICATIONS:
Funds totaling $80,000 were allocated in the 2012-2013 Capital Improvement Budget for this specific project. The total budget for Phase 1 (high level analysis) and Phase 3 (documentation) is $14,610. The optional Phase 2 (specific roundabout evaluation) is $4,750 per analysis location. If one or more candidate locations for a roundabout pass the high level feasibility evaluation, Phase 2 will not exceed $14,250 for up to three locations. Consequently, the contract amendment will not exceed $28,860. The original roundabout contract cost was over $47,000.
BACKGROUND:
On September 18, 2012, City Council approved a draft scope of work for a study to evaluate the feasibility of potential roundabouts on Valley Drive/Ardmore Avenue at the intersections of 15th Street and Manhattan Beach Boulevard. City Council also recommended including the intersection of Valley Drive/Ardmore Avenue at Pacific Avenue in the scope of work. A Request for Proposals was released in mid-October 2012.
On April 16, 2013, the staff report and contract was presented to City Council, however, the item was pulled from the Consent Calendar due to other pressing business that evening and was rescheduled to the May 7, 2013 City Council meeting.
At the May 7, 2013 City Council meeting, the staff report and contract was again pulled from the Consent Calendar and the City Council directed staff to complete the roundabout feasibility study in conjunction with the General Plan Mobility Element update that is currently underway.
DISCUSSION:
Based on the direction received by City Council, staff requested Fehr & Peers, the General Plan Mobility Element sub consultant and also one of the highly ranked original roundabout proposers, to provide a revised scope of services. This proposal would analyze the feasibility of potential roundabouts at the subject locations utilizing a broader, phased approach. This reduced scope of services with a phased approach is a good compromise as the City would still receive specific technical review of roundabout feasibility but at a fraction of the full feasibility study cost.
The revised scope of work includes three phases. Phase 1 and 3 are the minimum necessary components of the feasibility study and Phase 2 is an optional task. Phase 1 includes a high level roundabout evaluation consisting of project meetings with City Staff and Fehr & Peers roundabout experts, the preparation of a roundabout guidelines matrix, data collection efforts, and identification of additional roundabout opportunity sites.
If one or more candidate locations for a roundabout pass the high level feasibility evaluation (Phase 1), at the City's direction, the City would authorize the consultant to move forward with Phase 2, which includes a detailed site specific evaluation of feasibility, operational characteristics, geometrics and advantages/disadvantages, as well as detailed documentation for each candidate location.
Phase 3 is the documentation portion of the basic study which will be a standalone feasibility report documenting the findings of Phase 1 (and Phase 2 as applicable) which may be incorporated and/or referenced in the Mobility Element update.
The roundabout feasibility study will be completed within four to eight weeks depending on the outcome of the high level analysis of the three candidate locations. The findings from the study will be presented for discussion at the next Mobility Plan Workshop which is tentatively scheduled for December 2013.
CONCLUSION:
Staff recommends that the City Council approve Amendment #1 to an existing contract with Iteris, Inc. in a not-to-exceed amount of $28,860 to prepare a Roundabout Feasibility Study to be incorporated into the City's General Plan Mobility Element update.
