BACKGROUND/DISCUSSION:

On September 5, 2023, the City Council adopted Resolution No. 23-0118 initiating a Proposition 218 process from a proposed increase to the Storm Drain Fee, in order to fund operations, maintenance, repair, and improvements to the City’s storm drain system. In accordance with that process, the City Council held a public hearing on the matter on November 7, 2023. On November 21, 2023, the City Council adopted Resolution No. 23-0158 calling for a special mail ballot election for the purpose of submitting the proposed increase to a vote of the owners of parcels subject to the proposed increase with ballots due to the City Clerk no later than 5:00 p.m. on Wednesday, January 17, 2024.  Every property owner in the City, including the City of Manhattan Beach, is entitled to vote on the measure.

On December 19, 2023, the City Council adopted Resolution No. 23-017 entitled “Resolution of the Manhattan Beach City Council in Support of the Proposed Storm Drain Fee Increase.”  If the attached Resolution is adopted, the Council would delegate to the City Manager the authority to execute ballots for the storm drain measure for City-owned parcels.
