FISCAL IMPLICATIONS:
There is no fiscal impact associated with this action.

BACKGROUND:
The Southern California Gas Company (Gas Co) is proposing to construct an approximate 2.8 mile, long, 20-inch diameter pipeline that will loop its existing system and provide additional reliability for the Cities of Manhattan Beach, El Segundo and Hawthorne (Attachment 1). The project is anticipated to start construction in the first quarter of 2017.
A representative from the Gas Co will present the circumstances and safety measures taken on January 7, 2016, ignition at the Gas Co Playa del Rey storage facility.

DISCUSSION:
Representatives from the Gas Co will provide a PowerPoint presentation (Attachment 2) on the Loop Project and gas ignition at the Playa del Rey storage facility.

POLICY ALTERNATIVES:
Not applicable as the Southern California Gas Company is mandated by the Public Utilities Commission to make necessary reliability and redundancy improvements to their system.


PUBLIC OUTREACH/INTEREST:
Southern California Gas Company will be providing outreach via various media sources to notify customers and commuters prior to start of their projects.

ENVIRONMENTAL REVIEW:
In that this is not a City project within the meaning of CEQA, there is no City action required. Southern California Gas Company has informed staff that it has and will comply with all required environmental statutes prior to the start of their work.
