Recommended Action
RECOMMENDATION:
Staff recommends that the City Council:

1. Formally accept as complete the Cycle 2 Sewer Infrastructure Improvement Project constructed by Vasilj, Inc.;
2. Authorize filing of the appropriate Notice of Completion with the Los Angeles County Recorder's Office;
3. Approve release of retention for $80,676.26 to Vasilj, Inc.
Body
On January 5, 2021, City Council awarded the construction contract for the Cycle 2 Sewer Infrastructure Improvement Project to Vasilj, Inc. (Vasilj) for $1,396,359, with an authorized construction contingency amount of $279,270, for a total construction budget of $1,675,629.

In August of 2021, an unanticipated water main pipeline failure on Manhattan Beach Boulevard adjacent to Polliwog Park occurred. Because Vasilj was already on site performing pipe repairs and replacements, staff utilized a portion of the contract's contingency to have the contractor respond to this urgent issue.

Vasilj completed work on the project at a cost of $1,449,917.15 along with $173,608.00 spent for the emergency work for a total of $1,623,525.15 expended on the contract. After acceptance of Vasilj's work and the filing of the Notice of Completion, retention will be released and the remaining contract balance will be disencumbered and remain in the Annual Rehabilitation of Gravity Sewer Mains Program within the Wastewater Fund for use on future sewer infrastructure improvem...
