ADOPT RESOLUTION NO. 26-0113

RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 26-0113 approving a five-year agreement with Regents of the University of California UCLA Center for Prehospital Care (UCLA) for continuing education and quality improvement services for the Police Department in an amount not-to-exceed $238,000.

FISCAL IMPLICATIONS:
The cost of the first year of the proposed five-year agreement is $36,690, with a maximum annual increase of 4%. The not-to-exceed amount of $238,000 includes a 20% contingency to allow for additional services as needed. Sufficient funding exists in the Police Department’s General Fund budget. Future years will be budgeted accordingly for this agreement.

The Police Department must provide ongoing medical training to sworn and civilian personnel to comply with POST and BSCC mandates on CPR-AED and First Aid, the administration of Naloxone, and mandatory medical curriculum requirements under CALOSHA, such as bloodborne pathogens and heat-related illness training. Additionally, the Department trains sworn personnel with Tactical Emergency Casualty Care (TECC/TCCC). Historically, the Department has contracted with outside providers for these types of courses; however, this approach has resulted in inconsistent scheduling, variations in training quality, and gaps in documentation and compliance.
