Approve Amendment No. 6 to the South Bay Workforce Investment Board (SBWIB) Joint Exercise of Powers Agreement, accepting Torrance and Lomita as member cities of the SBWIB.

BACKGROUND:
The South Bay Workforce Investment Board is a nine-city consortium providing job training and placement services to laid-off and unemployed workers living in the South Bay area. Cities include Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Manhattan Beach, and Redondo Beach. SBWIB partners with training and nonprofit organizations to assist area businesses with their employment needs. Funding for SBWIB activities is provided primarily by federal, state and county grants, and SBWIB services are offered at no cost to job seekers and businesses.
DISCUSSION:
The cities of Torrance and Lomita currently belong to the Pacific Gateway Workforce Investment Network (PGWIN). The two cities have had ongoing concerns about PGWIN's ability to serve their youth, as the consortium Long Beach Career Center is not conveniently located for their residents. Surveys and interviews have revealed both cities consider SBWIB to be better aligned with their employment and training goals.
