RECOMMENDATION:
Staff recommends that the City Council waive further reading and adopt Ordinance No. 15-0005 to amend and restate Municipal Code provisions governing bike path hazards.

DISCUSSION:
Manhattan Beach Municipal Code (MBMC) Section 14.28.140 regarding "Bike Path Hazards," allows the Police Department to designate a "Walk Only" zone along the bike path to help ensure public safety. This is most often utilized near the Pier at the Bike Path crossing at times when the volume of pedestrians and/or bicyclists is high. This measure helps ensure the safe movement of both bicyclists and pedestrians.
In the past, the "Walk Only" zone was indicated by the placement of portable signs. In March 2015, a flashing light system was installed which provides a highly visible designation of the "Walk Only" zone and will eventually replace the portable signage.
On May 5, 2015, the City Council introduced the attached Ordinance No. 15-0005 amending the existing MBMC Section 14.28.140 to include language that will allow the "Walk Only" zone to be designated by the presence of flashing lights.
CONCLUSION:
Staff recommends that the City Council waive further reading and adopt Ordinance No. 15-0005 to amend and restate Municipal Code provisions governing bike path hazards.
