RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 20-0086 approving Amendment No. 2 to the Professional Services Agreement with Quick Caption, Inc., for broadcasting real-time closed captioning services, extending the term of the agreement for two years.

FISCAL IMPLICATIONS:
The City Clerk's Office budgeted $54,485.00 for FY 2020-2021. Funds for FY 2021-2022 will be based on actual costs and proposed to the City Council during the approval of the FY 2021-2022 operating budget. The estimated value of the extension is $108,970.
BACKGROUND:
The City has utilized the services of Quick Caption Inc. since August 2017 to provide broadcasting real-time closed captioning services. The City provides government television to the residents of Manhattan Beach through two cable television franchisees to broadcast and re-broadcast City Council and Planning Commission meetings.
On May 21, 2019, the City Council approved Amendment No. 1 which increased the annual Maximum Compensation amount by $25,000 due to the length and number of unanticipated City Council meetings, as well as to provide transcript time coding and imbedding.
DISCUSSION:
The Professional Services Agreement with Quick Caption Inc., will expire on August 1, 2020. Section 2 of the Professional Services Agreement allows for the agreement to be renewed by the Parties for up to two additional one year terms.
