RECOMMENDATION:
Approve Amendment No. 7 to Agreement No. 83-100 Relating to the Joint Exercise Powers Agreement, approving the continued operation of the South Bay Workforce Programs under the new Workforce Innovation and Opportunity Act.

BACKGROUND:
The South Bay Workforce Investment Board is an eleven-city consortium providing job training and placement services to laid-off and unemployed workers living in the South Bay area. Cities include Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Manhattan Beach, Redondo Beach, Torrance and Lomita. SBWIB partners with training and nonprofit organizations to assist area businesses with their employment needs. Funding for SBWIB activities is provided primarily by federal, state and county grants, and SBWIB services are offered at no cost to job seekers and businesses.

DISCUSSION:
On July 11, 2014, the Workforce Innovation Opportunity Act was passed by Congress to be implemented effective July 1, 2015. In order for the South Bay Workforce Investment Area to be re-designated under the new law, an application for designation must be submitted and approved by the State of California. This Amendment No. 7 to the Joint Powers Agreement authorizes continued operation of workforce programs under the new act for our eleven (11) city consortium.
