RECOMMENDATION:
Staff recommends that the City Council:
1. Adopt Resolution No. 26-0041 awarding an agreement with EYEP Solutions, Inc. for the purchase, implementation, and operation of a Mobile License Plate Recognition (LPR) system in an amount not to exceed $327,635.
2. Authorize the City Manager to execute the agreement and any necessary amendments, including exercising up to two additional one-year extensions if deemed in the City's best interest.
FISCAL IMPLICATIONS:
Sufficient funds of $2,900,000 are currently budgeted for this project. Approximately $327,635 would be utilized from the Parking Fund for the Annual Parking Payment Facilities Improvement Program.
The cost breakdown for the project includes one-time capital costs totaling $196,723.45. Ongoing annual fees are estimated at $26,182.20 per year for Years 1 through 5 for the Mobile LPR system, including software licensing, maintenance, and support services.
BACKGROUND:
On April 15, 2025, the City Council considered the Parking Technology Roadmap and provided direction to proceed with recommended initiatives to modernize parking operations. The roadmap identified Mobile LPR technology as a critical component to support pay-by-plate parking, streamline enforcement operations, and enhance data-driven parking management.
