RECOMMENDATION:
Staff recommends that the City Council receive this Project Pulse status update, discuss and provide additional direction regarding the redevelopment of City-owned properties located at 400 Manhattan Beach Boulevard and 1155 Morningside Drive.
EXECUTIVE SUMMARY:
In the spring of 2025, after the purchase of the property located at 400 Manhattan Beach Boulevard, the City established “Project Pulse” as a coordinated approach for the redevelopment of that property and the City-owned Parking Lot 3 property at 1155 Morningside Drive. The name Project Pulse represents a commitment on behalf of the City to keep its collective finger on the community’s pulse regarding the future development of downtown Manhattan Beach.
Since that time, City staff has conducted a robust public engagement program and provided periodic status updates to the City Council. At those updates, starting in August 2025, the City Council provided direction to staff in response to initial input obtained from the community that spring. In response to that direction, staff has conducted associated work related to the redevelopment of both properties to help inform decisions on future uses.
