Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 15-0039 authorizing the submission of Ordinance Nos. 15-0010 and 15-0016 to the California Coastal Commission, which will amend the Local Coastal Program (LCP) for Chapter A.12 (Residential Districts) and related LCP Sections to clarify that commercial and transient uses will continue to be prohibited in Residential Zones, and to include a Council review procedure for quasi-judicial decisions and modernizing Chapter A.96.160 (Appeals).
The final action for this item will be held at the same time as the final action for items ORD 15-0010 (LCP Residential Zone Amendments) and ORD 15-0016 (LCP Appeals Amendments).

FISCAL IMPLICATIONS:
There are no direct fiscal impacts as a result of the adoption of this Resolution, however, there are fiscal impacts resulting from the adoption of Ordinance No. 15-0010 as stated in that staff report.
BACKGROUND:
The City Council, at its regular meeting of June 2, 2015, conducted the public hearing, introducing and approving (5-0) the proposed amendments to the City's LCP. The City Council did propose revisions to the amendments as stated in the respective Ordinances, but found them to be compliant and consistent with the General Plan, LCP and Municipal Code.
