RECOMMENDATION:
Staff recommends that the City Council adopt Ordinance No. 25-0008 and Resolution No. 25-0112.
FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.
BACKGROUND:
After conducting a public meeting on September 2, 2025, and inviting public comment, the City Council introduced Ordinance No. 25-0008 to amend Title 9 of the Manhattan Beach Municipal Code (MBMC) related to construction and development standards. The amendments are primarily intended to protect neighbors from the impacts of construction, such as noise, dust, falling objects, and parking impacts; and provide guidance to developers to facilitate housing development. At the September 2, 2025 City Council meeting, the Council scheduled the second reading and adoption of the ordinance and the accompanying Resolution No. 25-0112 for September 16, 2025.
PUBLIC OUTREACH:
Formal public notice is not required for this item; however the item was included in the agenda for this meeting, which was posted in accordance with the law. Additionally, City Staff distributed an email to the City of Manhattan Beach Construction email list notifying the recipients of this item and the City Council meeting date. As noted above, the second reading was discussed and set during September 2, 2025 City Council meeting.
