RECOMMENDATION:

Staff recommends that the City Council adopt Ordinance No. 14-0014.

FISCAL IMPLICATIONS:

As a result of the proposed changes, the City will incur minimal to moderate costs associated with public outreach, education, and signage.

BACKGROUND:

On August 12, 2014, the City Council introduced Ordinance 14-0014.  At this time staff recommends that the Council adopt Ordinance 14-0014. The Ordinance becomes effective 30 days after adoption. City Council also adopted an identical urgency ordinance on August 12^th making the same provisions effective immediately.

CONCLUSION:

Staff recommends that the City Council adopt Ordinance No. 14-0014.
