On August 23, 2023, the Planning Commission considered the item described below, the application for which was received by the Community Development Department on June 22, 2021.
1. A Use Permit and Coastal Development Permit to demolish an existing approximately 2,573 square-foot community center to accommodate the construction of a new 6,711 square-foot community center located at 1617 North Valley Drive, and an environmental determination for the project in accordance with the California Environmental Quality Act.
The August 23, 2023 Planning Commission meeting was duly noticed on August 10, 2023. Staff received no public comments in advance of the hearing. Six members of the public spoke during public comment at the meeting; one was the applicant, one was the project architect who provided an overview of the design and answered some questions from the Commissioners, two expressed support for the project, one expressed support for the project and inquired about an occupancy limit on the facility, and one expressed concern about police and first responder safety. Based on substantial evidence in the record, pursuant to the Manhattan Beach Local Coastal Program, the Planning Commission adopted the resolution approving the project, with one additional condition of approval, and adopted the environmental determination (4-to-1 ayes versus nays), in accorda...
