Recommended Action
RECOMMENDATION:
Staff recommends that City Council authorize the City Manager to:

1. Approve the issuance of a final payment in the net amount of $26,584.33 to Asphalt Fabric & Engineering, Inc. for the Marine Avenue Park Synthetic Turf Installation Project;

2. Formally accept the Marine Avenue Park Synthetic Turf Installation Project as complete; and

3. Authorize filing of the appropriate Notice of Completion and the release of retention in the amount of $19,949.65.

FISCAL IMPLICATIONS:
Capital Improvement Program funds in the amount of $273,076 have been appropriated by City Council in addition to a private donation of $845,000 for a total of $1,118,076 for this project.

BACKGROUND:
On November 6, 2012 the City Council approved a Memorandum of Understanding with the American Youth Soccer Organization (AYSO) for the construction of an artificial turf field at Marine Avenue Park. The project was a partnership between the City of Manhattan Beach and AYSO. City contributed $236,076 and AYSO along with other private donators contributed $845,000.

On June 20, 2013 the City Council awarded a construction contract to Asphalt Fabric & Engineering, Inc. for $737,496. Since the construction contract came in under the engineer's estimate, City Council approved additional expenditures towards the project (Attachment 1)...
