RECOMMENDATION:
Staff recommends that the City Council review this discussion of policy, enforcement, education, and engineering safety strategies and approve the list of potential safety measures on Sepulveda Boulevard for implementation or further study in conjunction with Caltrans as part of the City's Capital Improvements Program (CIP) and ongoing Neighborhood Traffic Management Plans (NTMP). The City Council may also provide any direction to staff for certain safety measures.
FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action. If additional funding or budget appropriation is needed to implement certain safety-related measures, it will be requested in conjunction with approval of those particular safety measures by the City Council pursuant to the CIP or NTMP processes.
BACKGROUND:
On May 20, 2025, the City Council directed staff to provide a comprehensive report on
potential safety measures on Sepulveda Boulevard (State Route 1) in response to three fatal crashes on December 16, 2024, January 8, 2025, and May 4, 2025, along this corridor, two of which were pedestrian fatalities. Given that State Route 1 is within Caltrans' jurisdiction, the City reached out to Caltrans immediately following the second collision to initiate a joint effort to conduct a safety investigation.
