RECOMMENDATION:
Staff recommends that the City Council adopt Ordinance No. 25-0004 to amend the Manhattan Beach Municipal Code (MBMC) and the Manhattan Beach Local Coastal Program (MBLCP) to implement five programs included in the City's 6th Cycle Housing Element.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.

BACKGROUND:
On March 18, 2025, the City Council conducted a duly noticed public hearing to provide the public with an opportunity to provide both oral and written comments. After the public hearing was closed, and carefully considering all comments, the City Council conducted first reading and introduced Ordinance No. 25-0004 to amend the MBMC and MBLCP to implement five programs in the City Council-adopted 6th Cycle Housing Element.

CONCLUSION:
Staff recommends that the City Council adopt Ordinance No. 25-0004.

ENVIRONMENTAL REVIEW:
As previously noted on March 18, 2025, the City Council adopted a Negative Declaration (ND) in March 2022 for the 6th Cycle Housing Element (Originally Adopted HE). The ND, prepared in accordance with Section 15070-15075 of the State CEQA Guidelines, evaluated the environmental impacts of the policy document and determined that the Housing Element would not have a ...
