Recommended Action
RECOMMENDATION:
Staff recommends that City Council adopt Resolution No. 23-0043:
1) Re-adopting and revising the Fiscal Year 2021-2022 list for Fiscal Year 2023-2024 for street repair projects to be funded by Senate Bill 1 (SB 1) and The Road Maintenance and Rehabilitation Account (RMRA) revenues.
2) Authorizing the Public Works Director to submit the necessary project information to the California Transportation Commission (CTC) as required by the Act, including year-end reporting for all SB 1 Projects.
FISCAL IMPLICATIONS:
The City anticipates receiving $876,876 in SB 1 revenues for Fiscal Year (FY) 2023-2024 for street repair and maintenance. In order to receive these funds, the City must adopt, by resolution, a list of qualifying street projects intended to be partially or fully funded with SB 1 funds on or before May 1, 2023. The funding from RMRA is received by the City starting on July 1 of each year. The budget appropriation for SB 1 funded projects will occur with the adoption of the City's 5-Year Capital Improvement Program (CIP) Plan.
BACKGROUND:
SB 1, the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the State Legislature and signed into law by Governor Brown in April 2017 to address significant transportation funding shortfalls statewide.
