RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 26-0014 approving updated film permit fees per City Council direction on January 20, 2026, and amending the City's User Fee Schedule accordingly.
FISCAL IMPLICATIONS:
FilmLA will conduct a 1-year pilot program. Fiscal impacts beyond the currently budgeted revenues are unknown at this time and will vary based on volume of filming activity.
BACKGROUND:
On January 20, 2026, City Council provided direction to amend daily film permit fees to align with FilmLA's standardized fee structure. This staff report and accompanying resolution formally memorialize the updated film permit fees and incorporate them into the City's adopted User Fee Schedule.
DISCUSSION:
The updated film permit fees are intended to:
* Align the City's film permitting fees with regional standards administered by FilmLA
* Ensure consistency and transparency for production companies
* Recover City costs associated with film activity impacts on public services and infrastructure
The approved fees apply to daily film permits and do not alter the City's authority to recover additional costs for City services, including but not limited to police, public works, parking enforcement, or parks staff, as applicable.
Adoption of the resolution does not expand or change where filming is permitted; it solely establishes the daily permit fee amounts as set forth below:
Private Property $850
Parks/Public Property $1,050 + hourly rental fee
Ocean/Strand/Downtown $1,350
