RECOMMENDATION:
Staff recommends that the City Council receive and file this report.

FISCAL IMPLICATIONS:
Staff estimates that $50,000 will be required to develop the Street Tree Master Plan. There are sufficient funds in the 100-18-032-5101 operating budget to fund this project. Final cost will be negotiated with selected consultant.

BACKGROUND:
At the February 4, 2014 City Council meeting, staff presented the findings of the citywide street tree inventory. At the meeting, staff discussed and recommended that City should undertake the preparation of a Street Tree Master Plan. Advantages discussed included providing a uniform approach to tree management for all trees in the public right-of-way, defining the comprehensive purpose and goals for a managed urban forest, and defining a potential comprehensive tree care and maintenance program similar to the current sidewalk program. As a result, City Council directed staff to proceed with the preparation of a Request for Proposal (RFP) to develop a Street Tree Master Plan and present the RFP to City Council as a Receive and File item on a future Council agenda. Due to competing workload challenges, the preparation of this RFP was delayed until now.

DISCUSSION:
In addition to comprehensive and systematic tree care, including regular trimming, elements of the Street Tree Master Plan will include:
1) A fully developed approved tree list with location-specific recommendations,
2) Review of current codes and ordinances,
