Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 25-0078:
1) Re-adopting and revising the Fiscal Year 2024-2025 street repair projects list for Fiscal Year 2025-2026 to be funded by Senate Bill 1 (SB 1) and The Road Maintenance and Rehabilitation Account (RMRA) revenues.
2) Authorizing the Public Works Director to submit the necessary project information to the California Transportation Commission (CTC) as required by the Act, including year-end reporting for all SB 1 Projects.
FISCAL IMPLICATIONS:
The City anticipates receiving $960,432 in SB 1 - RMRA revenues for Fiscal Year (FY) 2025-2026 for street repair and maintenance. To receive these funds, the City must adopt, by resolution, a list of qualifying street projects intended to be partially or fully funded with SB 1 funds on or before July 1, 2025. The funding from RMRA is received by the City starting on July 1 of each year. SB 1-funded projects are adopted with the City's 5-Year Capital Improvement Program (CIP) Plan each year.
BACKGROUND:
SB 1, the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the State Legislature and signed into law by Governor Brown in April 2017 to address significant transportation funding shortfalls statewide.
