Recommended Action
RECOMMENDATION:
Staff recommends that City Council approve the Side Letter Agreement between the City of Manhattan Beach and the Teamsters Local 911 extending the trial period for the alternative work schedule for (3) months.

FISCAL IMPLICATIONS:
There are no fiscal implications with approving this side letter.

BACKGROUND:
The City and the Teamsters Local 911 entered into a Memorandum of Understanding (MOU) beginning on January 1, 2013 through December 31, 2015. As part of the MOU the City agreed to implement alternative work schedules for City Hall employees and Maintenance employees assigned to the Public Works Yard. These schedules were implemented on April 6, 2013.
On April 1, 2014, the City Council approved a Side Letter Agreement extending the trial period for the alternative work schedules from twelve (12) months to eighteen (18) months given the vacancy of the City Manager position.
On March 4, 2015, the City Manager and Interim Human Resource Director met with the Teamsters Union Representative, Carlos Rubio, and City Teamsters Stewards to discuss the effectiveness of the alternate 9/80 work schedule. The City advised the Union that the current form of the 9/80 work schedule is not meeting the City's operational needs and will come to an end by July 17, 2015 unless the parties affirmatively agree in writing to extend the schedule or make it permanently part of their MOU.
