RECOMMENDATION:
Staff recommends that the City Council:

1. Adopt Resolution No. 24-0042:

a. Approving a Professional Design Services Agreement to Geosyntec Consultants, Inc. for Manhattan Beach Dominguez Channel Stormwater Infiltration Project (Project) Feasibility Study and Preliminary Design in the amount of $299,869.
b. Authorize the City Manager, and/or his or her designee, to execute the agreement.

2. Approve a reappropriation from the Annual Storm Drain Capital BMP Project within the Storm Drain Fund in the amount of $300,000 for the Project.

FISCAL IMPLICATIONS:
A reappropriation of funds totaling $300,000 is needed to fully fund the Manhattan Beach Dominguez Channel Stormwater Infiltration Project. Sufficient funds for this reappropriation are available in the Annual Storm Drain Capital BMP Project within the Storm Drain Fund. A Project Budget and Expenditures Summary is attached.

BACKGROUND:
In 2012, the Los Angeles Regional Water Quality Control Board (Water Board) issued Order No. R4-2012-0175 NPDES Permit No. CAS004001 (Permit) establishing waste discharge requirements for municipal separate storm sewer system (MS4) discharges within the coastal watersheds of Los Angeles County, except those discharges originating from the City of Long Beach.
