Consideration of Designation of Mayor Franklin as the Voting Delegate with Mayor Pro Tem Tarnay and Councilmember Howorth as Voting Alternates at the 2026 League of California Cities Annual Conference (September 23-25, 2026); and Authorizing the Delegate and Alternates to Have Voting Authority on the Proposed Resolution(s) Being Considered at the Conference (Budgeted) (City Clerk Tamura).
A) APPROVE VOTING DELEGATE AND ALTERNATES
B) AUTHORIZE VOTING AUTHORITY

RECOMMENDATION:
Staff recommends that the City Council designate the following Councilmembers with Voting Authority at the 2026 League of California Cities Annual Conference:
* Mayor Joe Franklin as the Voting Delegate
* Mayor Pro Tem Nina Tarnay as a Voting Delegate - Alternate
* Councilmember Amy Howorth as a Voting Delegate - Alternate

Staff further recommends that the City Council authorize the chosen Voting Delegate (Mayor Franklin), and if necessary, Voting Alternates (Mayor Pro Tem Tarnay or Councilmember Howorth), to vote in the best interest of the City regarding the proposed resolution(s) being considered at the League of California Cities (LOCC) Conference -General Assembly Meeting on Friday, September 25, 2026.

FISCAL IMPLICATIONS:
Adequate funds are available in the Fiscal Year 2026-2027 budget for the related costs associated with the annual League of California Cities conference.

The League of California Cities provides a variety of training, legislative support, and information to elected officials, appointed officials, and City staff.
