BACKGROUND/DISCUSSION:
In December 2014, the City Council approved an amendment to the existing Master Use Permit, a height variance, and amendment to the Master Sign program/sign exceptions for the Manhattan Village Expansion Project. The Expansion Project is currently in design. The applicant is now seeking approval to make alterations to the exterior of the existing main enclosed Mall building to further enhance the new design theme that is proposed as part of the larger Expansion Project. The Planning Commission is scheduled to take action on the Variance application on November 9, 2016, the same day as the distribution of this City Council Agenda. The height variance is required because the heights of the proposed alterations are over 22 feet.

The proposed improvements include: 1) expanding the existing clerestory skylight further to the west matching the existing 38 foot height; 2) modifying the fa?ade and architectural elements as part of the Mall entrances matching the existing 34' heights; and 3) increasing the height of the parapet walls along the west facing fa?ade from 22' and 26'-6" to 28' to conceal existing and future roof mounted mechanical equipment.
