RECOMMENDATION:
Staff recommends that the City Council award RFP #1029-15 to Calpipe Security Bollards for the purchase of crash rated bollards in the amount of $80,577.14.

FISCAL IMPLICATIONS:
Funds totaling $100,000 are budgeted in the Fiscal Year 2014-2015 Capital Improvement Project Budget for this project. The remaining budgeted funds of $19,423 will be used to purchase concrete, rebar and any other necessary materials for this project.
BACKGROUND:
The bollards referenced in this staff report are to be located adjacent to the Manhattan Beach Pier east of the Marvin Braude Bike Trail and will be installed and maintained by City staff. This bollard array will protect the Pier and bike path users from errant vehicular traffic. The existing concrete bollards that were installed in the early 1990's are not engineered to withstand direct vehicle collisions. The proposed array includes both fixed and removable bollards and will stop foreseeable vehicle incursion events.
DISCUSSION:
In order to enhance safety on the pier, staff has specified crash rated bollards. The design includes a fixed portion which is capable of effectively stopping a 15,000 lb. vehicle while travelling 25 MPH (miles per hour) and a removable portion which is capable of stopping a 5,000 lb. vehicle travelling 20 MPH.
