RECOMMENDATION:
Staff recommends that the City Council authorize approval of the recommended salary range and benefits for the Traffic Engineer classification.

FISCAL IMPLICATIONS:
The salary and benefits for this classification have been allocated in the approved budget for Fiscal Year 2014-2015. The additional cost of converting the Traffic Engineer from a contract position to a fulltime employee is $25,273; however, for that added cost, the Traffic Engineer will be available 40 hours per week as opposed to the 13 hours per week under the current contract.
BACKGROUND:
Currently, the City contracts out for Traffic Engineering services. The Traffic Engineer performs advanced level technical analyses of traffic safety and parking issues, reviews and evaluates all traffic requests and implementation of traffic control measures in the right-of-way, conducts traffic and parking studies, coordinates the Traffic Committee, provides technical expertise on development-related traffic issues and project specific traffic related studies, and other projects as needed to ensure that safety and liability concerns are thoroughly evaluated. The Traffic Engineer also prepares reports, presentations and various studies, and conducts presentations at Planning Commission, Parking and Public Improvement Commission (PPIC), and City Council Meetings.
