RECOMMENDATION:
Staff recommends that the City Council adopt (1) Ordinance No. 26-0009 to amend the Manhattan Beach Municipal Code (MBMC) and the Manhattan Beach Local Coastal Program (MBLCP) to implement programs outlined in the City's 6th Cycle Housing Element; and (2) Resolution No. 26-0054, authorizing staff to submit said ordinance to the California Coastal Commission to incorporate the amendments into the MBLCP.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.

BACKGROUND:
On June 16, 2026, the City Council held a duly noticed public hearing to allow the public to submit both oral and written comments. After carefully considering all comments, the City Council conducted the first reading and introduced Ordinance No. 26-0009 to amend the MBMC and MBLCP to implement programs in the City Council-adopted 6th Cycle Housing Element.

CONCLUSION:
Staff recommends that the City Council adopt Ordinance No. 26-0009 and associated Resolution No. 26-0054.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed amendments (the "Project"), which were contemplated in the environmental analysis of the City's adopted Housing Element, for compliance with the California Environmental Quality Act (CEQA). It...
