FISCAL IMPLICATIONS:
The draft 5-year agreement for the increased use of school district fields, tennis and play courts, swimming pools and other community recreational facilities would represent an incremental annual General Fund expenditure, of approximately $500,000.
BACKGROUND:
The City Council Ad Hoc School Subcommittee (Howorth/Tell) met with Manhattan Beach Unified School District representatives to discuss creating a master use agreement. Pursuant to the California Education Code and the California Government Code, cities and school districts are authorized to enter into agreements that provide for educational, recreational, and community programming and facilities.
Through the years, the Manhattan Beach Unified School District has provided the City with the use of valuable educational and recreational facilities for the use by the City in carrying out its programs for the benefit of its residents. This has included, but is not limited to, athletic fields, playgrounds, play yards and play equipment, tennis courts, basketball courts, racket courts, swimming facilities, auditoriums, classrooms, cafeterias, labs, multipurpose rooms, meeting rooms and open space.
For FY 2013, the City has budgeted $272,000:
1. Regular Landscape and Irrigation (Grandview ES, Pacific Field, Center Field, Begg Field, MB Middle School, Pennekamp School, Robinson School, Meadows Elementary School) = $53,700
2. Maintenance Fee Payable to Mira Costa (fee for MCHS field use per MBUSD shared field use agreement) = $75,000
