RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 25-0054, granting a special permit to the Roundhouse Aquarium on the Manhattan Beach Pier for the consumption of wine and beer at a recognition event on June 5, 2025, honoring the City's support of the Oceanopgraphic Teaching Stations, a nonprofit corporation (OTS).
FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.
BACKGROUND/DISCUSSION:
Manhattan Beach Municipal Code (MBMC) Chapter 4.48 - Consumption of Alcoholic Beverages in Public Places - limits where alcohol may be consumed and sold and prohibits the consumption of alcohol on public property. Pursuant to MBMC Section 4.48.090, after considering the recommendation of the Police Chief, the City Council may grant a special permit to consume wine and beer on public property if there is a "public benefit to the community."
The State of California owns the Manhattan Beach Pier, and the City is responsible for the operation, care, custodial maintenance, and control of the Pier. The City has a long-standing agreement with the OTS who is dedicated to teaching students and visitors about the oceans, marine life, and the environment, and provides both on-site classes and outreach classes through much of Los Angeles County; and has occupied the Roundhouse Aquarium on the Pier since 1980.
