RECOMMENDATION:
Staff recommends that the City Council:
1. Approve a three year professional services agreement and a one year optional extension with Consultant in the total amount of $121,360, and
2. Authorize City Manager to execute agreement

FISCAL IMPLICATIONS:
Funds are budgeted in the FY2015-2016 Public Works Department's Storm Drain Maintenance operating budget for these services.
BACKGROUND:
The National Pollutant Discharge Elimination permit (Permit) identifies conditions, requirements and programs that municipalities must meet to protect regional water resources from adverse impacts associated with pollutants in stormwater and urban runoff as mandated by the Federal Clean Water Act and the California Porter-Cologne Act. Given the technical nature of the Permit and numerous required tasks, the City of Manhattan Beach has always used professional consultants to assist City in meeting and maintaining Permit compliance. For the past 8 years, Ms. Kathleen McGowen (Consultant) has been providing said professional services to the City of Manhattan Beach.
DISCUSSION:
Since City's contract with Consultant has expired, there is a need to enter into a new agreement for said services.
