RECOMMENDATION:
Staff recommends that the City Council approve the attached service agreement with the Chamber of Commerce in the amount of $100,000.

FISCAL IMPLICATIONS:
The City Council previously allocated $100,000 in this year's (2014-2015) budget to fund economic and business development activities with the Chamber of Commerce.
BACKGROUND:
Last fiscal year (2013-2014), the City Council provided $100,000 in funds to the Chamber of Commerce to support economic services in the City with a set timetable and deliverables.
The City has funded the Chamber over many years at various amounts. In 1998, the City provided $98,822 with continued increases each year up to $195,996 in 2009. Due to budget constraints, funding was reduced to $50,000 in 2010, $20,000 in 2011 and suspended funding entirely in FY2011-2012, with the exception of free office space. In fiscal year 2012-2013, the City Council reinstated funding by allocating $75,000 in exchange for certain economic services and approved a 10-year no-cost office space lease agreement, which allows the Chamber to use the office space at 425 15th Street.
DISCUSSION:
This year, the Chamber submitted the attached scope of services (Exhibit A) and payment schedule (Exhibit B) for City Council consideration with the agreement (Attachment 1). The agreement includes scope of services covering the period of July 1, 2014, through June 30, 2015. At the J...
