Recommended Action
RECOMMENDATION:
Staff recommends that City Council award Request-For-Proposal (RFP) #901-13 to Omni-Means, Ltd. in a not-to-exceed amount of $47,314 to prepare a feasibility study to consider roundabouts on Valley Drive/Ardmore Avenue at the intersections of 15th Street, Manhattan Beach Boulevard and Pacific Avenue.

FISCAL IMPLICATIONS:
Funds totaling $80,000 were allocated in the 2012-2013 Capital Improvement Budget for this specific project. The total cost of the contract with Omni-Means, Ltd. is $47,314 for the initial Phase 1 analysis. The remaining funds may be used for Phase 2 of the study if the City determines that one or more roundabouts would be both feasible and beneficial to overall traffic safety and operation.
BACKGROUND:
A roundabout is a circular intersection or junction in which road traffic is slowed and flows continuously in one direction around a central island to several exits onto the various intersecting roads. On September 18, 2012, City Council approved a draft scope of work for a study to evaluate the feasibility to install roundabouts on Valley Drive/Ardmore Avenue at the intersections of 15th Street and Manhattan Beach Boulevard (Attachment 1).
