Recommended Action
RECOMMENDATION:
Staff recommends that the City Council waive formal bidding per Manhattan Beach Municipal Code (MBMC) Section 2.36.140 (waivers) and adopt Resolution No. 22-0138 approving Amendment No. 1 to the Professional Services Agreement with Contemporary Services Corporation (CSC) for unarmed security services to extend the term and increase the maximum compensation to an estimated annual value of $390,000.

FISCAL IMPLICATIONS:
Sufficient funds are available in the Fiscal Year 2022-2023 Police Department budget. Future years will be budgeted accordingly for this service.

BACKGROUND:
Since 2007, the City has contracted with CSC for unarmed event security, crowd management, and traffic control services at large scale special events, such as the Holiday Fireworks, Manhattan Beach 10k Run, Grand Prix Bike Race, Tour de Pier, Surf Festival/6-Man Volleyball, Hometown Fair, Manhattan Open, and Pumpkin Races.

During the pandemic, CSC was used to augment public safety presence through the Ambassador Program, where they were tasked with a variety of responsibilities that included crowd control, face covering education, parking management, and patrol assistance.
