Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Ordinance No. 16-0034 for Amendments to the Zoning Code, Chapter 10.86 and Ordinance No. 16-0035 for Amendments to the Local Coastal Program, Chapter A.86 related to the proposed Historic Preservation regulations, and adopt Resolution No. 16-0013 authorizing the submission of Ordinance No. 16-0034 to the California Coastal Commission.

FISCAL IMPLICATIONS:
The 2015-2016 adopted Budget includes funding for the implementation of the Mills Act Pilot Program and Historic Preservation Ordinance. The new Program will require additional staff time and resources, as well as the services of a historic preservation consultant. Through the budget process, Staff prepared a detailed cost estimate for the Historic Preservation Program, which is anticipated to be approximately $250,000 for an initial launch of the program. The estimated $250,000 cost includes the establishment of a Historic Preservation Commission, planning support, consultant fees, admin support (new part-time admin clerk), training/education, community outreach, as well as conducting a Citywide survey to research and evaluate potential histori...
