Reorganization of the Planning Commission - Selection of Planning Commissioner Chair and Vice-Chair

RECOMMENDATION:

Staff recommends that the Planning Commission select members to serve as the Chair and Vice-Chair positions for the upcoming year.

 

BACKGROUND:

At the first meeting every June, the Planning Commission selects a Chair and Vice-Chair to serve through May 31 of the following year. The Commissioner who served as Vice-Chair is customarily selected to become the Chair in the following year, and the Commissioner of next greatest seniority is selected to be the Vice-Chair.


DISCUSSION:

On February 25, 2026, Vice Chair Hackett became the current Chair as the alternate presiding officer at the time, because the position was declared vacant by the City Council at its January 20, 2026, meeting. Additionally, Commissioner Ungoco was selected as Vice Chair since he served the longest without being the presiding officer.

 

Vice Chair Ungoco completed his term on May 31, 2026, and the Commissioner with the next-longest tenure who will continue to serve beyond 2026 is Commissioner Sistos. Therefore, the recommended option at this time is to select Rachel Hackett to serve as Chair and Kristin Sistos to serve as Vice-Chair.

 

ENVIRONMENTAL REVIEW:
The reorganization of the Planning Commission is an organizational, administrative activity of government and, as such, is not considered a project under the California Environmental Quality Act (CEQA). Therefore, no environmental review is required.
