Recommended Action
RECOMMENDATION:
Staff recommends that the City Council:
1. Adopt Resolution No. 22-0144 condemning antisemitism and adopting the IHRA's definition of antisemitism.
2. Discuss and provide direction regarding supporting the community in the wake of antisemitism.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.

BACKGROUND:
Recently, members of the public have reported several incidents of antisemitism. In response, at the September 21, 2022, meeting City Council directed staff to return with a resolution adopting the IHRA's definition of antisemitism and a discussion on how the City can best support the community in a more impactful way.

The IHRA unites governments and experts to strengthen, advance, and promote Holocaust education, research, and remembrance. The IHRA's definition of antisemitism, adopted in 2016 at the Bucharest Plenary under the Romanian Presidency, has helped guide numerous governments, organizations, and individuals in their efforts to identify antisemitism.

DISCUSSION:
The IHRA's working definition of antisemitism is:

"Antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities."
