RECOMMENDATION:
Staff recommends that the City Council adopt the following goals for the City Manager.

There are no fiscal implications associated with this action.
BACKGROUND:
The City Council met in Closed Session on November 16, 2015 for the City Manager and City Attorney performance evaluations. Below are the goals that were established for the City Attorney for Fiscal Year 2016-2017:
Goal 1: Address/clarify City Attorney back up and coverage issues.
Goal 2: Continue to provide comprehensive quarterly reports on all litigation claims, including the status of existing and potential litigation, with semiannual focus on high profile claims and anticipated legal issues. Provide “alerts” and information on emerging legal issues.
Goal 3: Assist in evolution of Human Resources function including the City’s Risk Management Program. Recommend innovative program improvements and metrics to test those improvements for City Council consideration, including a semi-annual review of claims; Help with implementation of Personnel Rules.
Goal 4: Assist in improvements to staff reports that provide appropriate background, alternatives and information and allow Council to make policy decisions.
Goal 5: Ensure Municipal Code is updated, aligns with Council action and applicable law.
Goal 6: Continue to staff the Planning Commission at no cost.
Goal 7: Continue to facilitate clarity and restatement of Council direction.

Staff recommends that the City Council adopt the following Fiscal Year 2016-17 goals for the City Attorney.
