RECOMMENDATION:
Staff recommends that the City Council waive formal bidding per Manhattan Beach Municipal Code (MBMC) Section 2.36.140 (waivers) and award a purchase order to Vigilant Solutions for three automated mobile license plate readers in an amount not-to-exceed $68,000.

FISCAL IMPLICATIONS:
This is a State Homeland Security Program grant-funded purchase. The City must first purchase the state-approved items and then submit request for reimbursement. General funds have already been appropriated for this purchase and will be fully reimbursed by the grant. There are no City fund matching requirements.
BACKGROUND:
The City of Manhattan Beach was awarded $103,124 in the 2017 grant year (performance period ending May 2020); City Council accepted the grant award and appropriated funds at the January 15, 2019, City Council meeting. State Homeland Security Program (SHSP) grant funds are awarded for the express purpose of purchasing specific equipment and technology, as approved by the State. Funding goes to state and local governments to protect against, respond to, and recover from terrorist attacks and other disasters. The City of Manhattan Beach has received funding from SHSP every year since 2001.
This year's grant award allocation is $68,000 for the purchase of three mobile license plate readers (LPR) and $35,124 for the purchase of public safety radios and radio accessories. The radio equipment is within the City Manager's purchasing authority and will...
