RECOMMENDATION:

Staff recommends that the Planning Commission select Vice-Chair Hackett to serve as the Chair and Commissioner Ungoco to serve as the Vice-Chair.

 

BACKGROUND:

The Planning Commission typically selects a Chair and Vice-Chair to serve for a one-year term starting at the first Planning Commission meeting in June and running through May 31st of the following calendar year. Pursuant to Manhattan Beach Municipal Code Section 2.44.130, upon one year of service or upon vacancy of the position of presiding officer (the Chair), the alternate presiding officer (the Vice-Chair) shall automatically become the presiding officer, and the commissioner who has served the longest without being the presiding officer shall become the alternate presiding officer.


DISCUSSION:

The Planning Commission chair seat was declared vacant by the City Council at its January 20, 2026, meeting. The current Planning Commission Vice Chair is Commissioner Hackett, and the commissioner who has served the longest without being the presiding officer is Commissioner Ungoco.

ENVIRONMENTAL REVIEW:
The selection of a new Chair and Vice-Chair is an organizational or administrative activity of government and, as such, is not considered a project under the California Environmental Quality Act (CEQA). Therefore, no environmental review is required.
