Recommended Action
RECOMMENDATION:
Staff recommends that the City Council discuss and provide direction regarding including contractors and volunteers in the City's COVID-19 vaccine mandate, and directing the City Manager to issue an Emergency Order consistent with such direction.

FISCAL IMPLICATIONS:
At this time, staff has not identified any direct cost associated with implementing a vaccine mandate for volunteers and contractors. It is possible that contractors could request higher fees as a result of the mandate, but specific costs are still unknown at this point.
BACKGROUND:
On March 13, 2020, the City Council adopted Resolution No. 20-0039, proclaiming the existence of a local emergency due to the COVID-19 outbreak. Staff continues to monitor the pandemic and review information provided by health experts from the Los Angeles County Department of Public Health (LACDPH), California Department of Public Health (CDPH), and the Centers for Disease Control (CDC). COVID-19 daily cases and community transmission remain high; from January 17-January 23, Los Angeles County had 235,595 new reported cases and 425 deaths.
