RECOMMENDATION:
Staff recommends that the City Council approve updating the Special Events Policy, removing the exclusion of Bruce's Beach and 8th Street and Larsson Street Parkettes as possible locations.
FISCAL IMPLICATIONS:
There are no fiscal implications to the City with the Special Events Policy update.
Event operators will pay an application fee of $1,417 for a new event and $977 for a repeat event. In addition, City services will be billed to the event organizer at fully burdened rates.
BACKGROUND:
The current Special Event Policy was approved by the City Council on July 17, 2018, establishing a tiered event classification review process. The purpose of the policy was to create guidelines and an approval process for review by staff, Parks and Recreation Commission and City Council. The policy includes three impact levels and a process for each. Impact considerations include: number of participants, season, amplified sound, street closures, location and staffing. The policy specifically excluded Bruce's Beach and the 8th Street and Larsson Street Parkettes as special event locations, due to the potential impact on residents adjacent to the park/parkettes.
DISCUSSION:
The current policy precludes Bruce's Beach and the 8th Street and Larsson Street Parkettes as possible locations for special events due to the impact on the surrounding neighborhoods.
