Recommended Action
RECOMMENDATION:
Staff recommends that the City Council:
a) Award RFP #1010-15 to General Pump Company, Inc. to provide chemical treatment and mechanical well head reconditioning of Well 11A in the amount of $122,738; and
b) Appropriate $122,738 from the Water Fund available fund balance for these services.
c) Authorize a 10% project contingency in an amount not to exceed $12,000 for unforeseen repairs.

FISCAL IMPLICATIONS:
This proposed expenditure is not budgeted and an appropriation from the Water Fund reserves of $122,738 is required.

BACKGROUND:
The City operates two wells, Wells 11A and 15, by blending groundwater with imported water from the Metropolitan Water District of Southern California (MWD) at Block 35 and Peck Reservoirs. Recent routine water sampling at Well 11A revealed the presence of bacteria that necessitated taking the well off the water production line. Because groundwater is chlorinated at the reservoirs before it enters the water grid, any bacteria in the groundwater were eliminated before public consumption. However, the issue needs to be corrected before Well 11A is put back in service.
