RECOMMENDATION:
Staff recommends that the City Council waive further reading and adopt Ordinance No. 23-0010 to update Chapter 10.86 of the Manhattan Beach Municipal Code related to historic preservation.
FISCAL IMPLICATIONS:
The fiscal implications associated with this item are limited to expenditure of staff time in drafting the staff report and the proposed amendments. Costs associated with any future application processing would be off-set by cost recovery fees.
BACKGROUND:
On October 17, 2023, after conducting a public hearing, the City Council voted 5-0 to introduce Ordinance No. 23-0010 (Municipal Code Amendment) to amend Chapter 10.86 of the Manhattan Beach Municipal Code related to historic preservation. The amendment is intended primarily to clarify that owner authorization is required for any historic preservation designation related to their property.
DISCUSSION:
Ordinance No. 23-0010 will repeal and replace the existing Historic Preservation chapter of the Manhattan Beach Municipal Code. Consistent with prior City Council direction, the primary purpose of the code amendment is to clarify that owner authorization is required for any historic preservation action related to their property.
