RECOMMENDATION:
Staff recommends that the Planning Commission: (1) conduct a public hearing; and (2) adopt the attached resolution approving the Master Use Permit Amendment, subject to conditions, and finding the project is categorically exempt from further review pursuant to the California Environmental Quality Act.

BACKGROUND:
