SUBJECT:Title

Consideration of the Second Reading and Adoption of an Ordinance to Establish a $17 Fee to Support the City’s Regulation of Businesses (No Budget Impact) (Interim Finance Director Jones).

ADOPT ORDINANCE NO. 25-0001

Body

_________________________________________________________

RECOMMENDATION:

Staff recommends that the City Council waive further reading and adopt Ordinance No. 25-0001 to impose a $17 fee to support the City’s regulation of businesses.

BACKGROUND:

The City requires all businesses operating within its jurisdiction to maintain a business license. This serves two purposes: to regulate business activity, and to facilitate collection of the City’s business license tax. The City incurs costs to pursue both purposes, however, the City does not currently have a fee to recover all the program costs.

On January 21, 2025, the City Council considered (1) introducing Ordinance No. 25-0001 and (2) adopting Resolution No. 25-0002 to establish a $17 fee to support the City’s regulation of businesses. The January 21, 2025 staff report is attached. After providing the public with an opportunity to provide comments on the draft Ordinance and Resolution, the Council introduced Ordinance No. 25-0001 and adopted Resolution No. 25-0002. At this time, staff recommends that the City Council adopt Ordinance No. 25-0001.
