Staff recommends that the City Council adopt Resolution No. 22-0018.

Salary savings within the department will be utilized to fund this special projects role.

BACKGROUND:
In order to provide a dedicated focus to a special project in the Records Division and ensure the continuity of operations and service within the Police Department, the City Manager recommends bringing on board retired Police Lieutenant Ryan Small to assist in a special projects capacity. The California Public Employees' Retirement System (CalPERS) administers the statutes and regulations related to employment of CalPERS retirees (Retired Annuitants). Retired Annuitants are typically required to be separated from employment for at least 180 days before returning to work for an employer in the same retirement system from which they receive a pension. An exception to this break in service requirement may be made under Government Code Section 7522.56(f)(1), which states:

"The employer certifies the nature of the employment and that the appointment is necessary to fill a critically needed position before 180 days have passed and the appointment has been approved by the governing body of the employer in a public meeting. The appointment may not be placed on a consent calendar."
