Recommended Action
RECOMMENDATION:
Staff recommends that the City Council Concur in the Resolution of Support for SB 593 Proposed by the City of West Hollywood, and authorize the City Manager to send a Letter of Concurrence to the League of California Cities.

BACKGROUND:
The City has received a letter from Mayor Horvath of the City of West Hollywood, which was sent to numerous cities throughout the State. West Hollywood is submitting a resolution to the League of California Cities for consideration at the League's annual meeting, expressing support for SB 593 (McGuire), which would adopt the Thriving Communities and Sharing Economy Act. SB 593 would provide additional authority allowing California cities to enforce local regulations regarding short-term residential rentals. As summarized in the letter from Mayor Horvath, SB 593 would:
1) Prohibit the operators of short-term residential hosting platforms from advertising residential units for tourist or transient use if such use will violate any ordinance, regulation, or law, within the applicable city that opts into the bill's provisions.
2) Require short-term rental housing platforms to collect and remit applicable transient occupancy tax (if short-term rentals are allowed in the city and the collection of TOT is required by the city).
3) Require the confidential quarterly reporting of the following information (if a city opts-in to requesting the data):
