Recommended Action
RECOMMENDATION:
Staff recommends that the City Council receive and file this report, and set the public hearing for June 4, 2013.

FISCAL IMPLICATIONS:
There are no direct fiscal impacts as a result of the adoption of the Zoning Code and Local Coastal Program Amendments.
 
BACKGROUND:
On January 16, 2013, the Housing Element was adopted by the City Council. As required by State law, the adopted Element was submitted to the California Department of Housing and Community Development for review, and on February 4, 2013, HCD certified that the Element complies with State law.  
 
DISCUSSION:
The City is now required to adopt new Zoning Code and Local Coastal Program Amendments in order to implement the adopted Housing Element programs, goals, and policies.  At its regular meeting on April 10, 2013, the Planning Commission approved (5-0) a resolution recommending that the City Council adopt the proposed Amendments to implement the newly certified Housing Element.  In order to coordinate the public hearing on the Zoning Code with the Local Coastal Program Amendment, staff is recommending that the public hearing be continued to June 4, 2013. The public hearing will again be noticed for the June 4th meeting.
 
CONCLUSION:
Staff recommends that the City Council receive and file this report, and set the public hearing for June 4, 2013.
